My placed PDF shows the wrong page

I have a 30-page pdf placed in a document. The PDF changes frequently and I need to update the link. I have one pdf page placed on each page in the InDesign document. However, when I update the link, although it still shows in the links panel that each page is linked to a different page in the PDF, only the first page shows on every page in InDesign. The only way to fix it is to go through and relink every instance to the correct PDF page which seems like a bug.

I can't reproduce it here.

Can you reproduce it in another file, or is it just the one?

How did the PDF get placed initially? Manually or scripted?

Have you tried rudmentary fixes like resetting preferences, close/relaunch, etc.?

It seems like must be something wrong with the file because when I test in a new file, I can't seem to reproduce it either. It was manually placed the first time, and I have closed and opened the file a lot of times, and the problem persists. I'll try recreating the whole thing, and hopefully, that should fix it.
