Navigation TOC doesn't honor levels

I've created a TOC style for my ID document with two levels. When I place the TOC on my page in InDesign the hierarchy works correctly. But when I export the doc to EPUB and select Mutii-Level TOC Style and select my correct TOC style, the exported EPUB shows all TOC items at only one level.

Thoughts?
