Need help creating a special TOC

I need to create a TOC with different languages.

What makes it complicated, is that the titles for each language are mixed (see screenshot example).

Because of some technical requirements they have to be sorted in this order.
But in the TOC they need to be grouped by language.

I've been trying to solve this problem without success.
If anyone can help me it would be greatly appreciated and help me a lot.

Without extra tools - make them separately - then copy&paste them together.

I need to be able to update the TOC when there's new content, so that would be too time consuming in my case.

What kind of extra tools could I use?
