what is the purpose of the circle that appears over artwork  when the cursor is over art?

With the black arrow, the selection tool,  you can select the whole object with content.

To select the content or the frame you need to change to the white arrow, the direct selction tool.

 

But if you click on the donout in the middle of an image, you can use the selection tool and need not to change to the direct selection tool to select the content. It is a shortcut.
