Anchors are somewhat limited and can be difficult to use well. You cannot place an anchored object above its anchor point, so if a anchor is towards the bottom of a page, the anchored item must be at the bottom as well, wholly below the anchor.

Anchors can work across a spread. If the anchor is on a left page, the anchored item can be below it on that page or on the facing right page.

However, anchors do not seem to allow the item to be any further down the document, such as on a next spread. The anchor has to be moved to that next left page, or following right page, to allow the anchored item to appear on that spread. There may be ways to work around this but that's been my experience, and I have always just moved the anchor forward as necessary for simpler layout management.

Anchored items are difficult in some layouts. The only solution is to make a pass through the document at intervals and adjust the anchor location as well as the anchored items' locations. It is far from a smoothly automatic process if you add material ahead of anchored items.
