Package feature using wrong PDF profile

Has anyone encountered incorrect PDF profiles being used when creating a package? We recently noticed it in our office, but as we use it mostly for archiving, it could have been happening for awhile. Occurred on a Windows 10 computure using InDesign 2022. Finished file has low resolution. Packaging creates the same output regardless of which profile is chosen.
