Packaging files that cannot be opened

I have recently run into an issue when I package my files that when the receipient tries to open them they receive a message stating they do not permission or simply cannot open. I am not setting any permissions prior to packaging them nor am I doing anything different than I have for the past 20yrs. where can I look further to see if there is something I can change?

Besides System info...where are they trying to access the files? e.g. on a external drive? cloud storage?

How did you deliver the package? e.g zipped?

Brad we are all on the same systems and upgrades at our company. I am literally packaging to a folder on our server in which prepress then retrieves from. They are having issues opening the working files for production purposes. this has been going on for about 4 days now, never had issues before and haven't changed anything.

Clearly SOMETHING changed. OS update?

Are they trying to access the files on the server, or copying from server to local workstation? And yes, we still need OS and InDesign version info...
