Page number position are all in the inside corner after printing

In picture 1, you can see that the page number is oddly printed on the inner corner instead of the outer corner. When I export the design file into PDF, all the page number is correctly on the outer corner.

Here is my step of exporting: File > Export > Adobe PDF (Print)

When I send to the printing house, I told them to print in perfect bound. This is meant to be printed in perfect bound. The reason why I didn’t go to File > Print Booklet is because the pages are not matching with each other in the preview.

Any solutions?

All of what @Willi Adelberger said, but I took a close look at your screen capture and your odd/even numbering is correct on those pages numbered with roman nummerals, but reversed on the other two pages, so my guess is someplace you've a) started a new section for front matter with small roman numerals, and b) left out a necessary blank page, but in order to find this we'd need to see the page numbering on your pages in the first section (at least).

Another way to put it is the very basic "book printers will print what they get [in the PDF]." Page for page. They don't automatically sort out sections and insert blank verso pages and so forth. In most cases, you can review the PDF to see that it's as you wish it to print, page numbering and order and all, and most printing services have a proof step you review and sign off. To expect any differences or faults in either of these stages to just "correct themselves" at the press is, unfortunately, wrong.

When you send a file to print, you have to include all empty pages too. All odd pages with or without a number must be on the right side of of a spread, all even on the left. The printer never cares if he has to add pages before or in the midst, where no content is. The printer assumes that the first page of the PDF is a right page.

The first right page of the document must be 1. If there is a white page of the cover insde it is technically page 2. If the cover doesn't count with the page numbers add a section prefix tonavoid double page numbers.
