Page numbering causing issues

Hi all! I have a document with many pages. And links to pages that go back and forth. 

I have the page number "1" starting on what is actually page 4... because the first page is the cover, and the next two pages are the table of contents. I got all the links going to the right pages. What is NOT working is this:

Those first three pages.... they are showing up on the PDF as pages [11], [12] and [13]. I did try to make those first pages their own numbered section. But I have no idea why they start at 11, 12 and 13 instead of 1, 2 and 3 (or i, ii, iii). I wouldn't care... except when I export it as a PDF, the PDF page numbers are showing up as  [11], [12] and [13]. So that's not good. 

I'm attaching a screenshot of the page thumbnail panel... so you can see what I'm talking about. What am I doing wrong? Thanks!

In the Section defintion for that first section (your first three pages), be sure to set numbering to start from 1 and use a different numbering scheme from the main section — typically i, ii, iii etc. but if you are not going to show any numbers or link to them in a TOC, you can use A, B, C or another scheme as well.

 

And just a general layout/design observation, odd numbered pages should not start on the left (verso) side for books; generally speaking, you should have four pages in your title section (i-iv) and your book's page 1 should be on the fifth page, a right/recto page.

    Thanks! Also, this isn't a book. It's a report that's online. So it won't ever be printed or used as book, so I don't worry about left and right pages. 

    And it worked. I typed up another response saying it didn't, but then I tried again realizing what I'd done. And now it works. Thank you!  I swear I tried that before, but obviously I did not.
