Page numbers in TOC don't match actual document page numbers

I'm using InDesign 21 on Windows 11.

I have a large document set up in a book file and divided into chapters. The Title page plus TOC file is 11 pages long. Chapter 1 starts on page 12.

In the TOC, Chapter 1 is listed as starting on page 4, and all the subsequent page numbers in the TOC are off by 8 pages. I have updated the page numbers in the book file and updated the TOC.

Here's the start of the TOC:

In the chapter 1 file, the page number is showing (correctly) as page 12.

It seems like the TOC is generating the page numbers based on a one-page TOC.

The problem is caused by the preference to automatically delete empty pages. Turn it off. 

when thr ToC is updated in the first step the old ToC is deleted. Then the empty pages of the ToC are deleted. Now the page numbers are generated, the ToC is filled again, but with the wrong numbers. It happens with multiple page TOCs. 

Alternatively you can draw some form on each page, not om the master, of the toc, invisible without color or stoke. 

I have filled a bug report against the problem.

If this is actually an issue, it can be solved by turning off auto-numbering in the book file.

Of course, one must update the numbering and run the TOC again if the TOC changes page count.

I suspect it's a style issue not being consistantly used or named.

In the Numbering & Section Options window, is page numbering automatic? If so, set the page number to the correct value.
