Pages are not numbered correctly

Question

I have a document that has its pages out of order, so instead of going from 1,2,3 it goes 14,1,18,19...

Usually it's not much of a problem but when I have to put page numbers on the document, they match the out of order numbers rather than going in order. I'm not too sure how to address this issue, and for some reason when I go to "numbering and section options" it does not allow me to start a section. Could someone please help!

See the little triangles above the pages in the panel? Those are new section starts and someone has set the sections to start on those numbers.

Selecty the pages and go to Numbering And Section Options form the panel flyout menu.
