Paragraph rules disappearing

Hi,

Is anyone else experiencing this?
A rule is disappearing in copy when routing between Designer and Editor. This is a paragraph style. The rule is created as an offset rule with designated points of separation from the copy. After looking at the various versions I initially thought someone was accidentally doing this but the Editor has indicated the it is happening in the routing process.

It seems like space/ page break gets lost after editing the related component in InCopy. If edited anywhere else the style is maintained but if the component containing the rule is edited, it seems like space/break drops on the next open. 

Updated steps:

• File views correctly in Indesign- Designer checks in and routes to Editor. 
• Aritcle views correctly for Editor on opening. Using Incopy. 
• Editor makes copy changes to component continuing the break rule style -Article views correctly -checks in Article. 
• Designer opens file - rule has disappeared.
