InDesign paragraph styles missing or hidden, can not edit/add paragraph styles

Try resetting your preferences:
The easiest way to reset everything is to delete the InDesign preferences: as soon as InDesign starts to boot hold down Shift, Alt, Ctrl (and Apple/Cmd if working on a Macintosh). A dialog will appear asking to delete the InDesign Preferences, select 'Yes' on this dialog.

Are you saying the Paragraph Styles Panel is missing? Is it supposed to be a part of the worksapce you are using? If so, reset the workspace (Window > Workspace > Reset [current workspace name].

If not, you should be able to open it from the Window menu.
