Parent page: Footer text disappears (overset)

Question

I have a two-page spread with parent page B that has headers and footers. I have parent C based on B with the footers but no header. In the .indt file everything looks great, but when I sync the book file, this one document always turns to overset text in the footer. I tried:

deleting parent pages and re-syncing from the book template
deleting parent spread C and duplicating B then removing the headers, but then I end up with TWO footers when I sync the files
deleting the footers in the C spread in the document and then copying the footers from the B spread
resizing the footer text frames to see the text, and it'll show up but only when I expand the frame down to the page edge
confirming the footer paragraph is set to align correctly (away from spine) and frame is "top" aligned

What could be causing this? Why does sync'ing the document with the template result in two footers?

Ah, I think I figured it out. I had a spread A that B was inheriting and then C was inheriting but for some reason the footer wasn't displaying from A. All this to say I ended up making sure C inherited from B which got from A and then it worked. I think when spread C was taking from B (which was from A), the footer wasn't showing (maybe a hidden or locked layer), so I had copied the one from B and then the hidden one was making the displaying offset.
