Photo appears in the headline outline

I need to run a photo behind a banner and have it show in the outline of the magazine heading. Can I do this in InDesign and is there a tutorial?

I'm not at all clear on either part of this question. Can you explain in a little more detail,  or provide a clip of your intended layout?
