Publish Online - Scroll Feature: Zoom or scroll?

We can publish our Indesign contents easily with publish online feature. But there is an interesting situation. In some computers, scrolling with mouse on scrollable frames works. But some computers (even Windows) only zooms in and out to the page when we try scroll with mouse.

Is there an option to control this feature?
