Published online mobile files cannot scroll on phones

I have designed a magazine and am unable to pulish online (needing the link for the publisher) for mobile to be able to scroll - surely there is a way around this? I have the latest Creative cloud version and do not have the HTML 5 option either. And most of your potential clients are mobile friendly.

PLEASE HELP!

I'm not sure what you mean by can't scroll, but Publish Online is a pixel perfect format and IMO, is not suitable for mobile phones unless you create a version specifically for them.
