I have the same issue. Neither the shift or option modifier keys work while dragging with the mouse or trackpad. So, using shift to lock x or y position while dragging does not work. Using option to drag a copy of an element does not work. However, holding option while an element is selected and then pressing an arrow key will make copy.

Following the instructions to trash the preferences above did not fix the issue.

    When you drag your objects do you have the regular selection tool chosen either in the toolbox or by holding down the Command key?

    Do you have any other programs which are using the shift-option combination? If so then try restarting the computer and only launching InDesign and see if you have the same problem.
