is it possible to restart the numbering of in-text notes after a specific paragraph in InDesign

Do you mean footnotes, end notes or in-text numbered paragraphs? (The short answer is yes, they can be restarted under certain conditions, but it's three different solutions.)

InDesign has several options for footnote numbering, but like the TOC and other features there is an assumption that the numbering and order needs to be linear and consecutive. Restarting numbering on each page is as far as any override goes. I can't think of any (automated) way to restart note numbering mid-page.
