red dotted lines on Master Page?

I'm setting up some master pages and I'm seeing these red dotted rectangles on my layout that I didn't ask for.

command-shift-clicking on them does not activate them.

What are they??

Hi,

Looks like you are on a "red" color layer and the layer is locked. Can you check this? Posting a screenshot of layers panel can be helpful.
