Rotate page/ Change binding edge

I'm making a booklet on indesign and want the bound edge to be along the top (similar to a calendar).  I made a normal booklet and rotated the view under page attributes>Rotate Spread View so every page is formatted how I want.  The problem is when I download it as a PDF or try to print or create an online format all the pages are rotated back to the original settings so you would look at them sideways.  I can just rotate the pages after I open the PDF but would like to send it as a professional document and don't want people to have to rotate the pages when they open the document.  Is there anyway I can edit it so the pages are permanently rotated or start a new booklet where the bound edge is along the top?

If the document is set up with Facing Pages unchecked, you can manually create spreads by unchecking Allow Selected Spread to Shuffle and then use the Page tool to reposition the spread's pages. If the book needs to be commercially printed and bound this might cause imposition problems?

Here I exported as spreads (which you would only want to do for a screen PDF):

let's discuss this as two cases:

A. Print production PDFs.

B. PDFs for viewing on a device.

With case A do not change anything in an exported PDF.

With case B export spreads and rotate the resulting PDF pages in the exported PDF using Acrobat Pro DC.
