Rules outside type area

Hi all, can anybody help. Have sorted rule above by checking keep in type area but won't let me check keep in type area box for rule below.

As far as I can tell, that's normal behavior, and InDesign sort of self-governs it.

As to why it's like that, I could only theorize it's because of how variable that lower boundary can be before and after the fact, given all the possible combinations of text following, frame auto-size settings, threaded frames, etc.

If you experiment some, you can see the setting change with different combinations of those factors, and there are probably some scenarios in which the user is allowed to set it manually. As long as the offset-from-baseline you enter is honored, why does it matter?

Hi, thank you for taking the trouble to contact. The reason I wanted the rules to be inside the type area is because I’m doing a four column directory with justified columns where members have a rule top and bottom. The top rule I sorted by checking the keep rule in type area in the paragraph menu. Indesign also offers the tick box to keep rule below in type area, but it doesn’t work. It looks untidy with a rule hanging in the footer. I’m putting the rule in manually to rectify this but it would have been handy if could have done it globally. Thank you once again.
