Save file to new location with a different name

Windows 10 up-to-date / IND 2023
I am somewhat confused on how to save an existing indd file as a new project in a new location.

I did this: exported the desired file to a new location as IDML. Opened it and saved to the new file name and packaged it in the new location. Saved / opened. Clicked on pencil to edit linked file and IND invoked illustrator which opened the link in the old location.

A. What have I done wrong?
B. Can I fix this, or
C. Do I need to start over and do it right?

When you package the file, as you're wanting to move all the links to keep them with the new file/project, make sure the box is checked to update graphic links in the package. That's my only thought as to why it's still linked to the old graphics. You can also "relink to folder" in the new file/project from the links panel.
