Scaling pictures and cloning items - just not working for me any more since upgrade

Problem 1: This is one of those things that either: 1) I have forgotten, or 2) keystrokes have changed or 3) preferences haven't been adjusted correctly. I have been using InDesign since its original launch way back when. I have just replaced my 27" iMac with a new 24" M4 version and updated InDesign which I use mainly for magazine layout. To scale pictures I used to use a combination of keystrokes (Option, shift I think but quite honestly I never even looked at the keyboard). This used to scale the picture and containing frame together down to the size I want. This does not work for me now and any combination of Command, Control, Option, Shift just results in the frame reducing and picture being cropped but remaining at the original size or a menu suddenly appearing.
Problem 2: To clone an item I just clicked and dragged with appropriate selection tool. Now I have to wait until there's a slight 'jump' in the selected item (a lag as if to say "oh, you want to clone me - just wait a bit") before dragging to required position, otherwise I am left with just a straight reposition.

Many thanks for swift reply. The issues, it appears, were either down to impatience (I did a complete shutdown and reinstalled Sequoia 15.1.1), or (and am being cynical here) were rectified in the latest version of InDesign which I have just downloaded (20.0.1). Both keystrokes / commands work fine now. Thanks again for your input!
