Seriously missing the obvious -- bleed disappearing on PDF (print) export?
Not sure if I'm just super tired, but WHY is my bleed disappearing on export?

Because there's no bleed set in the document. Either add bleed in the document set up or turn off use document bleed settings and manually set it there.
