Share for review international functionality?

I would like to gather feedback using the Share for review tool. My review is set to public and three people (located in the U.S.) have viewed and commented with no issues. But I've also tried to share with two people outside the U.S., and they don't seem to have access.

Is there some limitation that keeps users from sharing internationally?

What version of InDesign and OS and browser are your international people using? Essentially, they only need a Chrome browser.

The reviewers have no Adobe account at all, they are just stakeholders. I believe they should be using Chrome but I'll double check.
