I'm curious how long shared review links are saved? My boss wants to have a copy of all comments/reviews from all stakeholders to be available on-demand and viewable on any network without connection to the cloud. can these reviews be saved as PDF on local network drives?

Share for Review is not feature-complete enough to cover the things you have requested.

However, if you do it the old way: export a PDF and use Acrobat to share a link to have others comment on the PDF file, this older method allows the other person to download the PDF and thereby make a comment-paper-trail. 

Also, InDesign's "PDF Comments" panel can link to the shared PDF file and the others comments can be conveniently accessed from within InDesign. A better implementation, especially if you train everyone to use the 3 auto-edit comment tools within the 20 comment tools of Acrobat.
