Shift key not working for proportional scaling in Indesign

InDesign version 17.3.0.61 on Mac. Shift key stops working when trying to scale proportionally. Tried almost all of the suggestions as far back as 2017 and nothing is working. I don't have Web Root. Not using Spotify. I've tried shift/command, Shift/option/command. I've tried a slow click. Tried deleting or turning off extensions that I thought were causing it. I stopped using Chrome. 
Sometimes it happens with Microsoft Word open and sometimes it doesn't.

I have to restart to get it cleared. Which would indicate there is still something running in the background that is the conflict-I just can't seem to find it.
Any chance someone has recently found something new to try for 2022.

Anyone else having issues with proportional scaling right now? InDesign version 21.1, macOS Sequoia 15.5.

I’m sorry to hear you’re having similar trouble with InDesign. Would you mind trying the suggestions Mike shared earlier to see if they help? If not, try running InDesign after rebooting your computer in Safe Mode (macOS) and share your observations.
