Snap when placing the guide itself?

Was watching a video of someone using inDesign and when they went to place their guides they were able to snap the guides themselves.  (They did this by holding shift.)  I've tried this but my guides just move smoothly, happy for me to place them anywhere.  I've looked but can't seem to find anything that would turn on a feature to snap the guide itself. (But lots of info about snapping TO a guide.)

 

Anyone have any hints?  Thanks!

It's not as much a snap as that it forces the movement of the cursor to some even increment, so that instead of fractional or 'off' values you get to choose between 20p0, 20p3, 20p6 etc. (I assume it's the same in inches or mm.) Drag to the approximate location, hold Shift, and you will have that reduced granularity to help get it where you want it, numerically at least.
