why isn't the spacing-  spacing properly??

We need more info: is 'Apply leading to entire paragraphs' on or off in Preferences; Is 'Align to baseline grid' on or off, etc.

May I advice you follow some very basic InDesign classes or read a book on the basic use of InDesign first?
InDesign is not a app you can just start to use without knowing this very basic things in formatting. Well meant advice. Anyway: it is in the Type preferences.
But if you do  not know how align to baseline grid works, nor know how to set the baseline grid in Preferences and the relation to spacing (leading) values that won't help you. Then again: you use 'spacing' not 'leading' so your use of terms is also a bit confusing with makes it hard for us to help you as we have to do a lot of guessing here what you actually mean...

      Or even attach a sample INDD file.

      please be more precise what's not working for you in InDesign. Some sceeenshots, a sample document and version of InDesign and OS platform would help a lot.
