Start Chapters on left pages always

I have a 200 page book with 21 chapters in a single ID document. What is the most efficient way to place the beginning of each chapter on the left side of the book, taking into consideration more text may be added or deleted to the book? Thanks.

In ParaStyle definition - Keep Options - you can set it to start in a new Text Column, Text Frame or Page:
