Stokes within a shape won't change color?

I have a dark gray rectangle that has strokes on top, and currently those strokes are black and show up fine. But when I try changing the color to white it doesn't show up at all, and when I change to any other color it shows up but it looks like the opacity isn't 100%. Which from I've check everything looks completely normal (opacity is set to 100%, changing the stroke NOT the fill, color settings normal, etc.). When I take the stokes off of the rectangle the colors are changing just fine but as soon as I move them to rectangle they become problematic. I'm assuming there is some sort of setting applied to the rectangle that I'm not noticing?

Text changes color just fine on top of the rectangle, it's just these darn strokes giving me trouble.

I can't include a screenshot due to confidentiality but I'm using InDesign CC 2017.
