Table formats - what am I missing?

Hello all!
I want to create a full table format. In my understanding, it would define the look of the cells (header and body) and even text. I can create cell formats to be nested in a table format, so the header cells can look different to the body cells. I can even assign text formats to the cell formats.
But what I can't do is to define a cell's minimum height or width in the cell format. I can do that manually the panel for table properties, but that's not the point when using formats. Even if I create a new cell format from an existing table cell that already has a specific height set, it would not be transferred.
Next thing, I created a table format which says the table shall have a stroke of 1 pt in black solid. The head row is linked to a cell format for head rows which has a 20% black fill. Applying that table format to any table would backfill the header as expected, but not put the stroke on the table. I also created another cell format for the body cells which also shall have 1 pt stroke in black solid. This is also linked in the table format, but not applied. No cell would have a stroke. The attached video shows that the setting for table frame or stroke of 1 pt isn't applied.
The second videoo show that creating and nesting a cell format with 1pt stroke wouldn't apply. It can only work if I manually assign the cell format, which seems to be overridden (by what?), and removed the deviations.
What am I missing? Or is this the way ID handles table formats so that, from my POV, it's pointless to use them?
