Text block hovering

Lately when I hover over a text block, the text block handles will not show up until I hover off the text block. Is this a new feature? If so, how do I turn this off?

Update to the latest version 20.5 where it is fixed.

I should clarify, I am selecting the text block and its not till i hover off the text block that the handles show up.

Is that a beta version? the last update I see is 20.4.1 which I'm currently running.
