Text disappears when In Design textbox is moved. Text wrap is off; even a one px movement makes the text vanish entirely; text is not partially cut off; textbox is all the way to the front.

Sorry to hear about this. Having the text disappear whenever you move a frame can be very disruptive.

Could you please first create a new document with a new text frame and check whether moving it causes the same behavior? Also, switch to View > Preview on CPU (Shift+E) and retest. If that resolves it, temporarily disable GPU Performance and restart InDesign. Ref:

If the issue occurs only in the affected document, please try recomposing all stories and, if needed, export the document to IDML, reopen it, and save it as a new INDD file. Ref: https://adobe.ly/464TJuy

Text Wrap be off on some items - but something might be on the background or on the parent page. 

Can you try going to the Text Frame options for the text frame that the overset is happening on. Then tick the Ignore Text Wrap see if it improves. 

If it does, then you know there’s something in the background or parent page causing the behaviour. 

The other thing it might be is if it’s aligned to the baseline grid.
