Text in textbox not reaching entire width

I am working on a report where I used text boxes to transfer our content from Word to Indesign. For some reason, some of the text is not flowing to the entire width of the text box. It skips to the next line even though there is room for the text on the previous line.

Check for No Break applied anywhere in the offending paragraph.

 

Also, consider that InDesign is composing the entire paragraph, not just any single line, and, the hyphenation, justification, and keep options in effect could also be factors.
