Text (Read Only!) inserted without using Layer in InDesign

Please assist me to understand that how the Text (Read Only!) is inserted in attached InDesign on Master page without using the Layer.

This “read only!” text appears automatically even on a new parent page. It seems that a missing plugin has been used to create this file.
