Textbox keeps shifting everytime I reopen file

I'm creating a catalog and my header for the category is just a text box.

Whenever I reopen my file, it shifts, but not all headers.  I even tried locking in their positions and it still moves when I reopen the file.

Some of my other contents move along with it.

This is how I want it.

It becomes like this once I reopen the file.
