threading overlapping frames

Indesign 19.3 Windows

Red and Green frames are positioned within already threaded frames.

With a Loaded Text Icon from the red frame, I can't seem to thread it to the green frame, if that's possible how do I do that, I can't seem to select the green frame AND keep the Text Icon loaded.

Thanks

Among other things, you may have to separate the frames in layout space to be able to select them. (That is, the Place cursor and Thread cursor may not allow the click-through that others do.) Then re-position the frames as needed.

I can't think of reason why stacked frames like this wouldn't work, other than that real-time selection limitation.
