ToC - Entry Styles not Working?

Hi Everyone,

I've set up this template with the intention of creating a ToC to look like the following (which was done manually):

I've got experience with using ToC before, but for whatever reason the Entry Styles that I select for the top 'Headings (Contents)' are applied, but by default it also applies a random Character Style? Meaning I have to manually adjust it afterwards.

The result is below, Left is desired output, the right is what ToC creates:

I've attached a reduced version of the ID file for anyone's reference. 

If anyone has any idea why this Character Style is randomly being applied - it would be greatly appreciated.
