I used the tracking aspect of InDesign while creating my catalog. However, to post it, I turned tracking off.  How, or can I, turn it back on to see when a table in my document was updated?  I have tried but it appears go forward only.

Turning track changes off doesn't hide or remove the changes, but it does stop tracking new changes.

The way you disable the display of the edited text in Story Editor (and that's what I'm guess you did) is Accept or Reject the Changes, followed by clicking OK to continue. That's permanent. Turning Track changes back on will not redisplay the accepted or rejected edits.

Remember that tracked edits only show up in Story Editor and not in the Layout view, which also means that off or on, they don't print.
