Trying to understand an overlay a graphic designer did for me

An outsourced designer set up a specific type of overlay on a file for me and I'm trying to figure out how they did it so I can replicate the same colour tint on other files I create. Otherwise the colours will appear inconsistent.

 

The tint on the shape they are overlaying with is 100% however it still appears semi-transparent when layed over the image. I've put another shape with the same settings above it as an example of me trying to create the same shape as them.

 

Any ideas?

Select the object and then open the effects panel. Probably a blend mode or an opacity setting.
