Unable to edit a design/footer

I am updating an existing catalog created with InDesign. I have a footer that needs to be updated but I can't figure out how to access it, unlock it or edit the content. I have gone through all the layers, clicked everywhere imaginable with no luck. I have not used InDesign in a very long time and trying to get myself familiar with it again for future projects.

As @jmlevy already mentioned - you need to open PAGES panel:

then navigate to correct MasterSpread - top part of the list:

Letter in the TOP right / left corner of the page tells you which ParentPage/Spread is applied.

They are like normal pages but contain elements that you always want to have on selected pages.

This footer is certainly on a parent page. Check the parent pages in the pages panel (usually they are at the top of the panel). Locate the footer and you will be able to edit it.
