Sorry to hear you're running into trouble exporting PDFs or PNGs/JPGs from InDesign. I hope Leo's earlier suggestions helped, if not, a couple of additional things to check:
- Does the issue occur with a specific folder location only? Please test exporting to an internal drive, an external drive, a network drive, and a cloud-synced folder (iCloud Drive, Dropbox, Google Drive, etc.) to see if the behavior is consistent across all of them.
- Enable Full Disk Access for InDesign in macOS System Settings, then relaunch InDesign and try the export again.
