Unable to Highlight Specific Text for Editing

Try locking layer (Lager) 2 and clicking to target layer (Lager) 1. Then see if the Type tool will select the text.

My concern is that all your text looks like it was converted from live, editable text down to dead outlines of text. If so, the text will not respond to the Type tool. You would be forced to select the dead text shapes; delete them; and re-typeset the content with the Type tool. There is very little good reason to kill off live text down to outlined text. Don't do it, publishing and advertising world!
