Unable to import pdf into indesign

I am sitting within an enterprise environment and have just discovered that I am unable to convert PDFs into InDesign. This was a problem before but was resolved by adding me to an enterprise group. All the settings from that group are still in place but I’m back to getting the error below.

I successfully imported the same PDF into Illustrator, but when I tried to open the Illustrator file from InDesign, got the same error.

Ideas?

Thanks for all your replies. The organisation I work in has security protocols in place for AI based tools, and I been able to identify that these are causing the problem.

Is there any security in the PDF?

Is this a problem with any PDF that you try to import or just this one in particular? Does the problem PDF have flattened images of type or is the type selectable in Acrobat? Please provide specifics about the PDF.
