Unable to package ID files

Why can't I package any of my ID files but I can package my AI files? I receive this message for every file I try to package, "Unable to package the document," and it says that ID cannot access the file I am trying to package. All my AI files work fine and they are being packaged and saved into the same server as the ID files.
