Uninstalled InDesign but get Preferences error message popping up ALL THE TIME now.

Earlier today I uninstalled both versions of InDesign that were sitting idle on my computer (15.0 and 14.something). At the time, for both versions, I was asked if I want to Keep or Remove the preferences. I chose Remove both times. The uninstall seemed to progress normally and InDesign was no longer on my computer. But then the Adobe CC app started popping open with the same Keep or Remove dialoge box (screenshot below). It happens every time I click on the miniminsed Google Chrome app, or flick between Premiere and Lighroom. And it happens just randomly other times. It happens about every 40 seconds if I'm in the Adobe CC application. I've clicked both the Remove and the Delete options about a hundred times each now, but it still keeps popping up every time I switch apps.
Moreover, I've reinstalled both versions of InDesign, and manually deleted the preferences files (using these instructions: https://helpx.adobe.com/au/indesign/using/setting-preferences.html) before uninstalling the apps again. I've done this twice, and I'm still getting the pop-up. I've restarted my computer, and I'm still getting the pop-up. It's driving me crazy!
Has anyone had this problem before?
I'm running Windows 10 on a very grunty laptop, if you need additional specs please tell me which.
