"Use Structure for Tab Order" not an option in Adobe PDF Presets?

I want to create a PDF export preset that includes accessibility features (tagged PDF, bookmarks, hyperlinks, etc.) 

My problem: 

1. When I export through Adobe PDF presets, which allows me to customize my own preset, "Use Structure for Tab Order" isn't an option, BUT 

2. If I export by going to File > Export and choosing Export as Interactive PDF (where "Use Structure for Tab Order" IS an option, I don't have the option to save as a preset! 

I have to be missing something!

No, @Coleen5F8F you're not missing anything!

 

Unfortunately, you're hitting up against 2 different program modules for exporting PDFs, both created at different times in InDesign's development cycle. They're kind of out of synch with each other.

 

The original method — File / Export / Adobe PDF Presets — has been around since the beginning, long before we even had a standard for accessible PDFs at all.  Most of the features for accessibility were incorporated into its interface, but it is missing the Tab Order option.

 

The new method — Export to Interactive PDF — doesn't allow us to keep presets for commonly used combination of settings.
