Using Workspaces from previous Indesign versions with 2019?

I have not had an issue going from 2017-2018 however 2019 will not load my settings from the cloud. am i missing a step.  I am logged into my adobe account on 2019.

    Hi cbishop01:

    Your saved workspaces are not stored in the cloud—they are stored in a folder on your hard drive.

    For example:

    Mac

    Win 10

    How are you trying to import your Workspaces?

    Have you tried using this command?: Edit > Migrate Previous Local Settings

    If you tell us your OS version, I can look up the path for Workspaces in your OS to do add them manually.
